This report provides an evaluation of the roadway network in the jurisdiction of the Berrien County Road Department (BCRD) to help define the needed budget allocation and roadway improvements required to improve the condition of the roadway network.
By following the Asset Management process and utilizing various resources available, a Three Year Transportation Plan was developed. This plan outlines the road improvement and maintenance projects throughout Berrien County for the upcoming three years, 2019-2021. The plan was developed by following optimized strategies that drive recommendations for road improvements. This was accomplished by inspecting current road condition data to ensure that it was accurate, and then combining engineering judgement with computer modeling to determine which roads were the best candidates.
BCRD will keep the public informed of the proposed schedule and estimated costs of each project. This document entails the funding allocated for each township based on recent communication and collaboration which can be found online in Appendix M. This will be an ongoing process as township budgets are modified and approved. A supplemental addition to this document may be released in due course with more specific details of township shares and selected projects. Further to this, BCRD also intends to use this three year roadway plan as a benchmark for its employees to adhere to goals and milestones as noted in this document.
